Whitby’s Building Services needs a permit for a finished basement, a deck more than 24 in (0.6 m) above grade, structural changes such as new windows or doors, and plumbing, drain or heating-system work; a basement apartment needs an Additional Dwelling Unit permit instead. A fence needs no permit.

Yard waste

Whitby collects leaves and yard waste every other week from the start of April to the end of November on garbage day, in kraft paper bags or approved open-top containers of 20 kg (44 lb) or less. Grass clippings are not accepted in any Whitby program.

On an ordinary Whitby lot — under 0.2 ha of wooded area — no permit is needed to remove a tree, unless the property is in the Werden’s Plan or Brooklin heritage district, where removal needs a Tree Removal Permit.

Snow

Whitby clears the windrow and the public sidewalk free for residents 65 and over, or medically unable to shovel, with no one under 65 at home who can help — sidewalks after 5 cm, windrows after 10 cm. Applications for 2026/27 close November 1, 2026.

Some trades also ask for proof of liability insurance; the application tells you if yours does. Doyo reviews your documents — usually within a couple of business days.

Payouts

How payouts work

For jobs the customer pays by card through Doyo, your earnings reach your Doyo balance when the job is completed, and payouts are sent weekly by e-transfer. Tips are yours in full. On quote jobs, the deposit and balance are held until the customer confirms the work, and a warranty holdback is released after the warranty period.
