Building permits
In Whitby a deck over 2 ft (0.6 m) high needs a building permit and one under that does not. A fence needs no permit, but the Town suggests a current survey so it stays on your side of the line, and the Fence By-law sets the maximum height.

On an ordinary Whitby lot — under 0.2 ha of wooded area — no permit is needed to remove a tree, unless the property is in the Werden’s Plan or Brooklin heritage district, where removal needs a Tree Removal Permit.

Whitby has two heritage conservation districts: Brooklin, with 169 properties, and Werden’s Plan in downtown Whitby, with 250. Owners there need a heritage permit before doing proposed work, and both district plans were updated in 2026.

Requirements
What you’ll need
Customers let Doyo pros into their homes. These checks are why they do.
- 18 or older, legally able to work in Canada
- Government photo ID and a matching selfie
- A clear police record check
- A smartphone with the Doyo Pro app
- Your own tools, and transport to jobs
No provincial licence
No provincial licence is needed to build a deck or a fence, but many decks need a building permit from the town. Say in your quote which permits the job needs and who applies for them.
Some trades also ask for proof of liability insurance; the application tells you if yours does. Doyo reviews your documents — usually within a couple of business days.
Payouts
How payouts work
For jobs the customer pays by card through Doyo, your earnings reach your Doyo balance when the job is completed, and payouts are sent weekly by e-transfer. Tips are yours in full. On quote jobs, the deposit and balance are held until the customer confirms the work, and a warranty holdback is released after the warranty period.
