Toronto Hydro distributes the electricity across the City of Toronto. A service upgrade — before a heat pump or an EV charger, say — is requested from Toronto Hydro, which also does the temporary disconnect and reconnect so the electrician can work safely. The electrician files the work with ESA.

Toronto does not issue electrical permits. In Ontario the licensed electrical contractor files the work with the Electrical Safety Authority (ESA), which inspects it. Ask your electrician for the ESA notification number.

Who comes
