Replacing a ceiling light feels like a small job, and physically it is: two or three wire connections and a mounting bracket. The law treats it as electrical work anyway, because a loose connection in a ceiling box is a fire that starts inside a wall where nobody sees it.
Can a handyman install a light fixture in Ontario?
No, not for pay. Under Part VIII of the Electricity Act, 1998 and O. Reg. 570/05, electrical work in Ontario homes for hire must be done by an LEC, a business licensed by the ESA that employs certified electricians (309A or 309C, both compulsory trades) and designates a Master Electrician. ESA's consumer guidance says plainly that a handyman or general contractor cannot do electrical work in your home unless they are an LEC. That applies even when the job itself would not need a permit.
Hanging a picture light that plugs into an outlet, or mounting a TV with no in-wall wiring, is not electrical work. Anything that connects to the house wiring is.

Can I change a light fixture myself in Ontario?
Yes, if you are the owner of a single dwelling unit and the swap is like-for-like. ESA's Bulletin 2-3-19 lets an owner replace a luminaire or a general-use switch, including dimmers and timers, without filing a notification when the new one goes in the same place and is interchangeable, the circuit is 15 A at 130 V or less, it is not recessed lighting, and the wiring is not aluminum, knob-and-tube or ungrounded.
The exemption does not cover a tenant, a high-rise condo unit, or the rented side of a duplex you own. Homeowners may also do other electrical work in their own home, but they must file a notification with ESA before starting. ESA is explicit that friends, relatives and neighbours may not do it for you.
Does a light fixture need an ESA permit?
A like-for-like swap by the owner of a single home usually does not. Everything else does: new wiring, extending a circuit, pot lights, and any job in a condo tower or rental. The LEC files the notification, and ESA issues a Certificate of Acceptance when the work passes. ESA warns homeowners not to take out a permit in their own name for work a contractor is doing.
How do I check an electrician's licence?
Look for the ECRA/ESA licence number. Contractors must print it on estimates, invoices, ads, their website and their vehicles. Search it in ESA's contractor locator, or call ESA at 1-877-372-7233. If the person quoting has no number, they are not an LEC, whatever their experience.
How much does it cost to install a light fixture?
Published GTA rate guides put licensed electricians at roughly $80 to $150 an hour, often with a higher first-hour or call-out charge. A straight swap is usually about an hour; a heavy fixture that needs a new fan-rated box takes longer.
