The part from the property line into the house is the owner’s; if you commit to replacing it, the City’s Priority Lead Water Service Replacement Program replaces its side on a priority basis. A grey pipe at the meter that scratches easily may be lead.

Toronto’s Basement Flooding Protection Subsidy pays 80% of the invoice up to $1,600 per backwater valve (two at most), $2,250 for a sump pump, $300 for a battery backup, $400 to sever and cap the foundation drain and $500 for a plumbing assessment — up to $6,650 per house. Downspouts must be disconnected, the contractor needs a City business licence, and you apply within two years.

Toronto Building needs a permit for a deck more than 60 cm (24 in) above the ground, for basement work that changes the structure, adds plumbing or creates a unit, for new or modified heating and plumbing, and for a backwater valve. Replacing a furnace or boiler in a house, or repairing and replacing plumbing fixtures, needs none.
