Richmond Hill’s Building Division issues permits for finished basements, basement walkouts, decks and sunrooms, and any plumbing or HVAC alteration. A deck needs one if it is attached to the house, more than 600 mm (2 ft) above grade, or larger than 10 m² (108 sq ft). A shed of 10 m² or less with no plumbing does not. If the basement is part of it: Richmond Hill’s Backwater Valve Subsidy Program pays up to $1,500 toward a backwater valve in a single-family home, duplex or triplex. Get the building permit first, have a licensed plumber or drain contractor install it, make sure the downspouts are disconnected, and apply within six months.
