Richmond Hill’s Building Division issues permits for finished basements, basement walkouts, decks and sunrooms, and any plumbing or HVAC alteration. A deck needs one if it is attached to the house, more than 600 mm (2 ft) above grade, or larger than 10 m² (108 sq ft). A shed of 10 m² or less with no plumbing does not.
